Areas and Scope of Activity

Areas and the scope of activity include the followings but not limited to;

1. VPI may pursue services for policy planning, research, and consulting in the areas of socio-economic, urban and regional planning, and social infrastructure development projects based on Public-Private Partnership (PPP) concept in Japan and abroad.
2. VPI may pursue advisory and consulting services for feasibility study, implementation planning, design and engineering, evaluation, implementation management, and operation and maintenance support of asset capitalization and development projects including real estate and property management and development in Japan and abroad.
3. VPI may pursue advisory and consulting services and project formation for the New Public Management (NPM) based on the PPP and Private Finance Initiative (PFI) concepts in Japan and abroad.
4. VPI may provide advisory and consulting services in the area of human resource development and training.
5. VPI may provide research, advisory and consulting services in the areas of science and engineering for peace and human security issues in the post conflict areas on a global basis.
6. VPI may provide intellectual supporting services for publications, film production, and public relations activities.
7. VPI may provide advisory and consulting services for the development of digital content systems.

While VPI provides services on global basis, our strategic marketing regions and countries are ASEAN countries, India, Sri Lanka, Mongolia, North East Asia, Guam & Pacific Islands, Middle Eastern region, and Japan.

VPI's Latest Activities

In Mongolia, VPI opened first overseas liaison office in October 2006. In March 2007, VPI's partner, ALMEC Corporation (Japan) made a contract with Japan International Cooperation Agency (JICA) for Ulaanbaatar City Planning Master Plan (ODA Project) which was led by VPI. VPI is taking steps to create and materialize individual PPP-based projects in addition to the City Planning Master Plan which include rebuilding of 40,000 old apartments downtown in Ulaanbaatar、low cost housing as a resettlement of ger (slum) areas, road and environment improvements in and around the city, promotion of construction and its related industry including human resources development, development of commercial centers including sport facility, and construction of a new airport city as a satellite city of Ulaanbaatar (the new airport will be constructed by Japanese ODA loan). VPI will play a main role in working on the Ulaanbaatar City Planning Master Plan.

Prior to the JICA Ulaanbaatar Master Plan, CTI Engineering Co.,ltd.made a contract with Japan External Trade Organization (JETRO) for ”Herlen-Gobi Water Pipelines Project” under the JETRO's Private Sector Initiative Feasibility Study in November 2006 which was also led by VPI. VPI members participated in this project and submitted the final report to JETRO, Mongolian Government and related organizations in February 2007. VPI will take initiative in establishing the scheme and platform for the materialization of the PPP-typed projects through joint efforts between public and private sectors in Japan and Mongolia.

In Vietnam, recognizing the importance of PPP concept in the country, VPI, in cooperation with ALMEC Corporation, assisted Ministry of Economy, Trade and Industry (METI), Japan to hold ”PPP Promotion Seminar in Hanoi” in March 2007, and the seminar played a leading role to let Vietnamese Government and the private sector understand the PPP concept. VPI will take initiative through the process of materializing PPP-typed projects together with ALMEC Corporation focusing on economic infrastructure development (New airport, expressway, harbor, etc) and human resources development.

In Thailand, now experiencing remarkable recession under the junta government, VPI will try to create PPP-typed projects in cooperation with TEAM Consulting Engineering and Management Co. Ltd (TEAM), VPI's partner in Thailand. In December 2006, VPI took part in the PPP-typed “Kho Chang (Island) Tourism Development Project” with the TEAM. This is a successful output from the “Japan-Thailand PPP Forum in Bangkok 2005” which was initiated by the VPI members and supported by METI. Once the democratic government is established after the general election which is scheduled on December 23, 2007, and then the country will pay more attention to PPP as an emerging economy and market again. Recognizing the situation, VPI is making groundwork with TEAM to materialize PPP-based projects such as a new city paradigm concept in Phuket and Bangkok.

In addition, VPI members participated in projects such as the industrial development in Saudi Arabia, Qatar national development master plan and Galle port construction in Sri Lanka, Bosporus tunnel management plan in Turkey, Hyderabad outer ring road construction in India, and transportation planning in Bosnia and Herzegovina. VPI also made a Study on Siem Reap (Angkor Wat) City Development in Cambodia in cooperation with Waseda University.

On the other hand, VPI is making efforts to create a Domestic PPP Market, too. In Japan, VPI is creating business opportunities by taking VPI's advantage of “internationalization” and ”ICT”, and trying to establish the PPP-typed and international-oriented business models in a broad sense. It includes design of internationalization program in higher education such as universities, and planning on community development through advanced ICT system with local government. Through these efforts concrete PPP businesses will be created with human & capital networking, and for this purpose VPI is running the research and study groups which are consist of universities professors and researchers.

VPI' step-by-step approach towards PPP-typed business model will create concrete projects with human and capital networking under the concept of Knowledge Integration. Not only Japan but also overseas are gradually paying a special attention to PPP, and VPI's business will be shifting to PPP as core business from ODA as currently base business.
